Issued by Celeste in Speranza, this multi-phase operation yields valuable weapons, mods, and tactical supplies upon completion.

Starting the Quest and Finding the Logbook

Before launching into A Rising Tide, players must complete its prerequisite mission, A Dead End. Once unlocked, travel to Buried City and head southwest of Piazza Roma to locate the barricaded apartment building. Navigating through the upper windows or utilizing nearby ziplines allows access to the inner room where the foreman's digital terminal is situated.

Interacting with the terminal grants the necessary logbook access, completing the initial portion of the assignment. After securing the digital files, players must safely extract from Buried City to prepare for the next leg of the journey. Preparation for the second phase is crucial due to increased enemy activity in the target area.

Infiltrating the Controlled Access Zone

The second stage directs players to Dam Battlegrounds, specifically toward the Power Generation Complex. Directly south of the main facility lies the Controlled Access Zone, where players must descend into the lower levels. Navigating the underground catwalks leads to the central terminal area needed to advance the investigation.

Inside the facility, locate a fuel cell in the lower basement and install it into the designated terminal upstairs. Unlocking the adjacent office reveals a whiteboard containing critical reconstruction plans. Taking a photograph of these plans completes the active mission requirements.

Extraction and Quest Rewards

Once the photographic evidence is captured, head toward the nearest extraction point to return safely to Speranza. The North Complex Elevator offers a quick exit point nearby, provided enemy ARC units or opposing raiders are managed properly. Successful extraction ensures all progress and collected loot are preserved.

Turning in the quest to Celeste awards strong tactical gear designed for high-level encounters.
